Capacitor Arrays

So, I think I understand how the capacitor arrays work; they power the systems like weapons and shields by converting some energy from the engines into a usable form, and can regenerate a certain amount per round.

In last night's battle, they decided to raise the reflec screens on the scout ship. Another ship fired its laser battery for 30 points of damage. With 20 working capacitor slots, it could absorb up to 10 points (2 capacitor slots per 1 HP absorbed). After that, the crew had no capacitor slots to work with until next round when 1 regenerated.

Should they have the choice when they raise the screen to allocate a maximum amount to absorb so they can return fire, or does raising a screen always carry the risk that every capacitor will be knocked out by incoming fire?
