You spend a bone to reroll, but are guaranteed a better result if you do so... so if you reroll and get a lower result you can continue to reroll (from that same 1 bone expenditure) until the result from the table is higher.
If you'd prefer, consider using the rule from 2nd Edition: spend a bone to get 10 discretionary points to spend on abilities, but you cannot increase a score above 70 in this way.

Yeah, I got that part. I'm just wondering if that rule is intended to be used only for that table, or if that's a general rule on spending bones on rerolls.

That's what I expected. Other examples of "spend a bone" during character generation usually involve "pick what you want." I think the 2nd edition idea works better, overall.

All randomness has been removed from char gen in 2nd edition. The game is about making a team of elite experts all working together as a cohesive unit. It's hard to do that when rolling dice. There are still dice ranges for things in case you are stumped for a concept or looking for inspiration, but they're not required nor suggested. I really think this makes the game a lot better. Agents tend to be far more capable in the new edition, partly because of this, and partly because of some other mechanical differences... and this more aptly lends itself to an elite trained spy experience.
