"Descriptors" are not actually defined in the book. If someone says "wears black", this is not really something that involves actual character development. That's a development that happened back when they made the choice to do so. Thus, all someone has to do with this descriptor is show up for the adventure and they have an automatic DP. I realize some GM's would fully understand that DP should not be simply automatic, but many GM's are not me. Some will invariably cave to "my character is wearing black". Sometimes you need to tell GM's with low WIL or LOG scores (I speak of real life) how to use stuff like descriptors. Sure, if there's a change of clothes, and the person says "Relek chooses the darkest clothes from the lot", then that is DP-worthy, but not simply being present in their normal clothes.

Part of choosing a descriptor is deciding how often you want it to come into play. Always wears black is fine, but it won't always earn you DPs. At least not until it becomes relevant. When the King orders everyone attending his coronation wear green, then it will be significant enough to come into play.
That's perfect wording. If that were added to the "Descriptor" heading, it would work fine.
