I was playtesting your game and used repel to destory a bunch of rank 1 goblins. I have 2 levels in caster. It seems broken. It might be better served to allow the destruction of enemies at higher levels, maybe 4+
A level 2 spellcaster would not be able to destroy rank-1 creatures. The rank must be less than half. Even at level 6, you may only destroy up to rank-2 creatures.
It's also worth noting the caster may choose to destroy, he is not required to. Use your characters moral code as a guideline.

I forgot to ask, why isn't there a resistance check for repel?
Take a scan through the book and you'll find that defensive spells don't have resistance checks. Repel, despite the "destroy" aspect once you're level 3 and above, is not designed as an offensive power. You can't use it in any large scale battle (usage won't allow - only once per encounter isn't conducive to mass warfare).
Remember - the magical forces brought into place to cause someone to be repelled from you won't allow you to totally ignore them. Just because they have to move away from you doesn't mean they can't hurl spears or shoot arrows or cast spells of their own.
Additionally - this spell only works on "creatures" - not character races. Therefore, people with free will won't be affected, period. Creatures lack free will (noted by not having a moral code) and instead have immutable natures.
Therefore, despite the more aggressive destructive aspect of this spell at higher spellcaster levels, it is still a very limited spell. Restricting it further by application of a resistance check would make it very limited indeed.
If you'd like to add a bit more complexity to the spell, as a GM you could rule that it works against character races as well but allows a WIL-based resistance check. If you do that let us know how well it works for you!
