I scoured the BBF rulebook and found no rules for light nor the effects of darkness. Did I miss something?
I did not that a spell-caster can creat light for "five squares". Is that radius from the sources or diameter?
How do you handle the absence of light for humans and halflings? 10% penalty for actions that require sight?

In an attempt to keep things lite, BareBones rules seldom go into specific modifiers for specific things (a few exceptions exist of course). Check out the beginning of the GM Guidelines chapter, where it explains success modifiers. I tend to use the "Simple Ad-Hoc Modifiers" approach:
So in the dark you might apply a -10 penalty. Or, if you believe it's a stiffer penalty, you could easily count up additional ways the dark penalizes you... you could say -10 for not being able to see your foe, -10 for not being able to see the sword you're swinging, so -20. Just be consistent in however you adjudicate.
Another idea is presented on that same page in the book, where interpretive difficulty terms are given with modifiers. If you believe it's "Hard" to fight in the dark, that's a -10. If you believe it's "Very Hard" then it's a -20. This method is no more or less functional than the "Simple Ad-Hoc Modifiers" method, so use what you're comfortable with.
btw - the above quote was grabbed from Covert Ops (thus the term "Operative" instead of "Character" but the same rules are detailed in both games lol
"Operative" sounds much cooler than "player character" or "adventurer."
