Would character races now include the races from Flesh & Blood? The description of Repel specifies kobolds and goblins as races that can be affected, but with F&B they could be considered character races.
If we assume that only creatures without free will are affected by Repel, that limits it's affectiveness quite a bit. Perhaps not a bad thing?

We believe a "character" is a race in the game controlled by a player. A goblin is not a character, however if Bob decided to play a goblin player-character, then that single goblin becomes a character and is not effected by Repel. We believe this applies to bugbears, gnolls, kobold, etc.
As the GM, you could also rule that the Goblins of the city of Deep Dark are not a bunch of creatures with natural goblin tendencies, but rather, a race of intelligent beings throwing off the shackles of their evil cousins and following a more civilized path. Thus, the NPC goblins who hail from Deep Dark are not affected by Repel.
Perhaps you might rule in your game any creature appearing in the Creatures section of the core book are affected by Repel are allowed WIL-based resistance check (citing the linked post).
